Context  The Supplier Obligation for post 2011 is an innovative policy instrument currently being developed by Defra. It will transform the market for the supply of domestic energy, by giving suppliers and consumers a shared incentive to reduce carbon emissions from homes.

3KQ's Role  3KQ designed, planned and facilitated a series of three one-day workshops in which stakeholders developed propositions for reducing household energy consumption for testing with consumers and then produced advice for Defra for the further development of the Supplier Obligation policy. 3KQ worked in partnership with Opinion Leader who carried out the consumer research phase. The output of the work was an independent report to the Sustainable Development Commission.
